NASA Signs Commercial Space Agreement With Sierra Nevada

CAPE CANAVERAL, Fla. -- NASA's Kennedy Space Center in Florida is entering into an agreement with Sierra Nevada Space Systems (SNSS) of Sparks, Nev., to offer technical capabilities from the center's uniquely skilled work force.

The umbrella space act agreement is Kennedy's latest step in its transition from a historically government-only launch complex to a multi-user spaceport. Sierra Nevada also has space act agreements with NASA's Johnson Space Center in Houston; NASA's Langley Research Center in Hampton, Va.; NASA's Dryden Flight Research Center at Edwards, Calif.; and NASA's Ames Research Center in Moffett Field, Calif.

"We're pleased that our partner Sierra Nevada is going to make use of the deep resources existing at the Kennedy Space Center to enhance its ongoing work," said NASA Administrator Charles Bolden. "Sierra Nevada's agreements with Kennedy and other NASA centers demonstrate its commitment to using the full resources of NASA as the agency facilitates commercial cargo and crew capabilities to the International Space Station."

Kennedy will help Sierra Nevada with the ground operations support of its lifting body reusable spacecraft called "Dream Chaser," which resembles a smaller version of the space shuttle orbiter. The spacecraft would carry as many as seven astronauts to the space station.

Through the new agreement, Kennedy's work force will use its experience of processing the shuttle fleet for 30 years to help Sierra Nevada define and execute Dream Chaser's launch preparations and post-landing activities.

"The partnership is an effort to bring new commercial space activities to the center and help transition Kennedy from a government, program-focused, single user launch complex to a diverse, multi-use spaceport, enabling both government and commercial space providers," said Kennedy Center Director Bob Cabana.

In 2010 and 2011, Sierra Nevada was awarded grants as part of the initiative to stimulate the private sector in developing and demonstrating human spaceflight capabilities for NASA's Commercial Crew Program. The goal of the program, which is based at Kennedy, is to facilitate the development of a U.S. commercial crew space transportation capability by achieving safe, reliable and cost-effective access to and from the space station and future low Earth orbit destinations.

"Our Dream Chaser vehicle was born at NASA, and NASA has continued to be an important partner in the vehicle's development," said Mark Sirangelo, head of SNSS. "By adding the Kennedy Space Center, with its highly experienced technical staff and world-class facilities, to the Sierra Nevada Dream Chaser Program we blend the best of both the NASA shuttle heritage alongside the best of industry practices."

NASA also has space act agreements with other commercial partners under the agency's Commercial Crew Program. Pratt & Whitney Rocketdyne has agreements with NASA's Marshall Space Flight Center in Huntsville, Ala., for development of the J-2X upper-stage engine; NASA's Stennis Space Center in Mississippi for hardware assurance testing; and NASA's Glenn Research Center in Cleveland, for propulsion related technology development. Space Exploration Technologies Corp. (SpaceX) in Hawthorne, Calif., has agreements with Marshall for engineering development work, and Orbital Sciences Corp. in Dulles, Va., has agreements with Marshall and Stennis for AJ-26 engine engineering support.

NASA Awards Safety Center Technical Support Services Contract

CLEVELAND -- NASA has selected Alphaport Inc. of Cleveland to provide technical support services to the NASA Safety Center.

The type of services to be provided include training course development and support; mishap investigation training, reporting and office support; information dissemination and outreach; technical writing and graphics design; system failure case studies development; agency-wide safety and mission assurance conference support; operational support of the Safety Center’s information technology systems; change control and knowledge management; engineering services; NASA Incident Reporting Information System data quality, analysis, trending, and special studies; and project management. The services will be provided primarily at the NASA Safety Center in Cleveland.

The cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract has a period of performance of five years with a potential value of $28.5 million.

The NASA Safety Center supports the safety and mission assurance requirements of NASA's portfolio of programs and projects. The center reports to the Office of Safety and Mission Assurance at NASA Headquarters in Washington.

Aflame

Fire acts differently in space than on Earth. Sandra Olson, an aerospace engineer at NASA's Glenn Research Center, demonstrates just how differently in her art. This artwork is comprised of multiple overlays of three separate microgravity flame images. Each image is of flame spread over cellulose paper in a spacecraft ventilation flow in microgravity. The different colors represent different chemical reactions within the flame. The blue areas are caused by chemiluminescence (light produced by a chemical reaction.) The white, yellow and orange regions are due to glowing soot within the flame zone.

Microgravity combustion research at Glenn not only provides insights into spacecraft fire safety, but it has also been used to create award-winning art images. This image won first place in the 2011 Combustion Art Competition, held at the 7th U.S. National Combustion Meeting.

NASA Issues Announcement For Solar Electric Propulsion Studies

CLEVELAND -- NASA issued a Broad Agency Announcement (BAA) seeking proposals for mission concept studies of a solar electric propulsion system demonstration to test and validate key capabilities and technologies for future exploration missions.

Multiple studies have shown the advantages of using solar electric propulsion to efficiently transport heavy payloads from low Earth orbit to higher orbits. This concept enables the delivery of payloads to low Earth orbit via conventional chemical rockets. The use of solar electric propulsion could then spiral payloads out to higher energy orbits, including Lagrange point one, a potential assembly point in space between Earth and the moon. This approach could facilitate missions to near Earth asteroids and other destinations in deep space.

Science missions could use solar electric propulsion to reach distant regions of the solar system, and commercial missions could use solar electric propulsion tugs to place, service, resupply, reposition and salvage space assets. NASA's strategic roadmaps for exploration, science and advanced technology all consider solar electric propulsion a vital and necessary future capability.

NASA is examining potential mission concepts for a high-power solar electric propulsion system demonstration. Flying a demonstration mission on a representative trajectory through the Van Allen radiation belts and operating in actual space environments could reveal unknown systems-level and operational issues. Mission data will lower the technical and cost risk associated with future solar electric propulsion spacecraft. The flight demonstration mission would test and validate key capabilities and technologies required for future exploration elements such as a 300 kilowatt solar electric transfer vehicle.

This Solar Electric Propulsion Demonstration Mission Concept Studies announcement is open to all non-government United States institutions, academia, industry and nonprofit organizations. NASA anticipates making multiple firm-fixed-priced awards with a total value up to $2 million. The deadline for submitting proposals is July 18.

Student Experiments Will Fly Sky High In NASA Weather Balloon

CLEVELAND -- Four high school experiments will launch Thursday, May 19, aboard a NASA helium weather balloon that will travel to the stratosphere, a near-space environment 19 to 20 miles above sea level. The high-flying event is scheduled for 10:30 a.m. EDT at Wyandot County Airport in Upper Sandusky, Ohio.

The high school student teams that designed the experiments will attend the launch. They are the finalists in NASA's second Balloonsat High-Altitude Flight competition. NASA's Glenn Research Center in Cleveland hosts the national competition, which offers high school students an opportunity to experience an authentic flight mission from start to finish.

The selected teams and experiments are:
-- Charlottesville High School, Charlottesville, Va. "The Effect of Near-Space on Solar Powered Climate Control"
-- Harding University High School, Searcy, Ark. "Measuring Gases in the Atmosphere as a Function of Altitude"
-- Neighborhood After-School Science Association, Ava, N.Y. "Viability of Hydroponic Gardens in Near Space Conditions"
-- North Carolina School of Science and Mathematics, Durham, N.C. "Variations in Energy Output of Solar Cells at Varying Altitudes Compared to Weight and Cost"

Glenn scientists and engineers will evaluate each of the four teams on active participation during the launch, research presentations and written reports about the final results of their experiments. The winning team will be announced on July 1 on the Balloonsat website. In the fall, Glenn representatives will present an award to the winners at their school.

Balloonsat and similar educational programs help NASA attract and retain students in the areas of science, technology, engineering and mathematics, or STEM. These disciplines are critical to the agency's future programs and missions.

The Balloonsat High-Altitude Flight competition is sponsored by Glenn's Educational Programs Office and is funded by the Teaching From Space Office at NASA's Johnson Space Center in Houston.
