NASA Operations, Systems Engineering And Software Contract

GREENBELT, Md. -- NASA awarded a follow-on contract to Lockheed Martin Space Systems Corporation (LMSSC) for Mission Operations, Systems Engineering and Software (MOSES-II) for the Hubble Space Telescope.

This is a five-year cost-plus-award fee sole source contract with LMSSC with a value of $133,070,796, which includes the maximum award fee.

Under this contract, LMSSC will continue to maintain Hubble's health and safety through the next phase of its science mission. The scope of this effort includes all elements of operations other than science operations, and systems engineering tasks required to maintain Hubble flight and ground systems.

Mission operations responsibilities include safe and efficient control and utilization of Hubble, maintenance and operation of its facilities and equipment, as well as creation, maintenance, and utilization of Hubble operations processes and procedures. Critical systems engineering responsibilities consist of optimizing mission system capabilities to ensure Hubble operations are effective to continue scientific results.

NASA Awards Safety Center Technical Support Services Contract

CLEVELAND -- NASA has selected Alphaport Inc. of Cleveland to provide technical support services to the NASA Safety Center.

The type of services to be provided include training course development and support; mishap investigation training, reporting and office support; information dissemination and outreach; technical writing and graphics design; system failure case studies development; agency-wide safety and mission assurance conference support; operational support of the Safety Center’s information technology systems; change control and knowledge management; engineering services; NASA Incident Reporting Information System data quality, analysis, trending, and special studies; and project management. The services will be provided primarily at the NASA Safety Center in Cleveland.

The cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract has a period of performance of five years with a potential value of $28.5 million.

The NASA Safety Center supports the safety and mission assurance requirements of NASA's portfolio of programs and projects. The center reports to the Office of Safety and Mission Assurance at NASA Headquarters in Washington.

NASA Awards Contract For Geophysics, Geodynamics And Space Geodesy Support

GREENBELT, Md. -- NASA has selected Stinger Ghaffarian Technologies Inc. (SGT) in Greenbelt, Md, to provide geophysics, geodynamics, and space geodesy support. The total maximum ordering value of the cost-plus-fixed fee, indefinite-delivery/indefinite- quantity contract will be $45 million. The effective ordering period is from July 1 through Aug. 31, 2015.

Under this contract, SGT will support a wide array of geodynamic, geomagnetic, geophysical, and atmospheric investigations of the Earth. Among the requirements for these investigations are instrument development; software development and maintenance; and data collection, archiving and dissemination. Contract work also includes scientific data analysis, modeling and interpretation; reports and presentations of scientific results; public outreach and education; and associated technical and administrative work.

SGT will provide support to investigators associated with current programs such as Interdisciplinary Studies in Earth Science; projects such as GRACE, the Ocean Surface Topography Mission, and ICESat; and future missions defined in the National Academy of Science Decadal Survey, such as ICESat-2 and SWOT.

The work will be performed at Goddard Space Flight Center in Greenbelt, Md., and at the SGT facility in Greenbelt.

NASA Awards Spectrum Management And Engineering Services Contract

GREENBELT, Md. -- NASA has modified a letter contract with ASRC Research and Technology Solutions of Greenbelt, Md., for Spectrum Management, Engineering Services and Programmatic Resource Management Support.

This cost-plus-fixed fee, indefinite-delivery/indefinite-quantity contract has a base value of $36,238,225.61 with a maximum task order value of an additional $10 million, for a total potential contract value of $46,238,225.61.

This contract was awarded as non-competitive under the Small Business Administration (SBA) 8(a) program to ASRC, an Alaskan native firm. ASRC Research and Technology Solutions is a subsidiary of ASRC of Anchorage, Alaska.

Under this contract, ASRC will perform required technical support and engineering studies in support of NASA's requirements for spectrum allocations and assignments and support the coordination of national and international spectrum management organizations related to the agency's mission needs, as well as its support of the U.S. commercial space communications industry.

NASA Selects Five Firms For General Construction Contracts

HOUSTON -- NASA has selected five firms for awards under a $400 million solicitation to perform large general construction projects. The work will be performed at NASA's Johnson Space Center, Ellington Field, the Sonny Carter Training Facility, all in Houston, and the White Sands Test Facility in New Mexico.

The five selected firms are Swinerton Builders of Arvada, Colo.; J.T. Vaughn Construction, LLC of Houston; Kiewit Building Group of Arlington, Va.; Skanska USA Building of Houston; and Hensel Phelps Construction Co. of Austin, Texas.

Awardees will provide general construction services, including limited design-build capability, modification, repair and demolition for multiple unrelated large projects. The guaranteed minimum amount of work for each firm under the contracts is $5,000. The maximum total amount of all task orders under all contracts awarded under this solicitation shall not exceed $400 million for the five-year period of performance. There are no options included.

NASA Awards Knowledge Sharing And Curriculum Contract

HAMPTON, Va. -- NASA selected InuTeq, LLC in Greenbelt, Md., for a follow-on contract award for support services for the agency's Office of the Chief Engineer's Academy of Program/Project and Engineering Leadership (APPEL).

InuTeq, LLC is a Small Business Administration 8(a)-certified small disadvantaged business. The company will provide services for developing NASA's technical workforce in systems engineering, engineering, and program and project management.

InuTeq also will provide curriculum development and knowledge sharing services; support for international collaboration; implementation of e-Learning into the APPEL program; and publish the Academy Sharing Knowledge Magazine.

The contract period of performance is five years, including options, with a maximum total value of $35,884,987.
