Fugitive Alters Fingerprints to Avoid Arrest

Boston, Mass. - Today, Freddie Davila was arraigned in Federal Court in Boston, on charges for re-entry after deportation and is currently awaiting sentencing. Davila was arrested on June 9, by Customs and Border Protection Officers from the port of Boston Anti-Terrorism Contraband Enforcement Team outbound division, when it was discovered that Davila had altered his fingerprints to avoid arrest.

Davila was boarding a flight to Santo Domingo, Dominican Republic, when he was stopped and questioned by CBP officers. When resources permit, CBP conducts departure/outbound examinations for compliance of documentary and other regulatory requirements, focusing on currency, weapons, export violations, and fugitives exiting the U.S. In this case, CBP officers determined that Davila’s fingerprints appeared to have been altered and determined that further investigation was necessary.

Additional inquiries conducted by CBP officers into his past travel history and the documents he presented in the name of R. M. Mejia indicated that the passenger may not be who he says he is. Further inspection determined that Davila may have altered his fingerprints in order to avoid apprehension. A subsequent background check indicated Davila has multiple arrest warrants for distribution/dispensing of class B, a controlled narcotic. It was also discovered that Davila had been previously ordered formally removed from the U.S. but failed to depart and instead decided to unlawfully remain in the U.S.

Davila is being processed to re-instate his previous order of deportation and is currently in the custody of the U.S. Marshals awaiting sentencing. If convicted, Davila faces up to two year in prison, a fine of up to $250,000 and one year of supervised probation.

“Through the use of law enforcement databases and various inspection techniques, this arrest demonstrates CBP’s commitment to protecting our homeland from all threats,” said Director of Field Operations Kevin Weeks. “I commend our officers for their vigilance in determining the true identity of this individual and the discrepancies with his travel documents.”

The U.S. And Spain Sign Agreement On Science And Technology Cooperation For Homeland Security Matters

MADRID - Secretary of Homeland Security Janet Napolitano today joined Spanish First Deputy Prime Minister and Interior Minister Alfredo Pérez Rubalcaba to sign an agreement on scientific and technological cooperation - sharing best practices to prevent and detect threats in addition to strengthening research and development.

"International collaboration in science and technology is a major part of our ongoing efforts to counter threats of terrorism," said Secretary Napolitano. "This agreement demonstrates concrete and practical steps that the United States and Spain are taking to further strengthen cooperation and to research while sharing cutting-edge technologies to ensure our mutual security."

During today’s meeting, Secretary Napolitano and Minister Rubalcaba reiterated their commitment to foster bilateral cooperation in scientific and technological fields that have a direct impact on national security—underscoring the need to amplify research, evaluation, and preparation of chemical, biological, radiological, nuclear and anti-explosive protection measures to better protect the flow of commerce and the citizens of both nations.

The agreement, which highlights collaboration with the private sector, public organizations and academic institutions, will support scientific and technological solutions through the following actions:

•Joint and coordinated research to fill technical capability gaps in homeland security needs
•Development of technologies that help prevent and respond to national security threats
•Increased access to national laboratories and universities to carry out research, development, testing, and evaluation activities for homeland security
•Promotion and development of transportation security
•Protection of critical infrastructure
•Establishment of working groups, scientific seminars, and conferences to analyze emerging challenges to national security
•Exchange of technology, staff and information

To date, the United States has signed similar agreements with 11 other nations, such as Australia, Canada, France, Germany, Israel, New Zealand, and the United Kingdom.

DHS's First Patent: A Citizen's Dosimeter!

It fits in your wallet and can save your life.

No matter how many plastic cards currently crowd your wallet, one day you may wish to make room for one more. The Department of Homeland Security(DHS)’s Science and Technology Directorate (S&T) has developed a miniaturized version of a dosimeter, a portable device used for measuring exposure to ionizing radiation, which can provide life-saving early detection in the unlikely event of a nuclear accident or dirty bomb.

Dubbed the Citizen’s Dosimeter, this high-tech plastic card would be as convenient and affordable as a subway card, with the capability to measure the amount of radiation on a person or in a given area. The National Urban Security Technologies Laboratory (or NUSTL, pronounced new STEEL) located in New York City and managed by DHS S&T, has been awarded a patent that covers the development of radiation dosimetry technologies – DHS’s first patent.

Currently, personal radiation dosimeter badges are worn in nuclear plants, but a plant dosimeter cannot be read on the spot; it must be sent to a processing lab to determine an individual’s radiation dose. While a final prototype has not yet been built, a workable blueprint for a wallet-sized card that can detect radiation in real time is now in place.

“We were inspired by the Metro cards we use every day to get around Manhattan, and envisioned a dosimeter with that level of convenience,” says Gladys Klemic, a NUSTL physicist who managed the project from Illinois. Klemic believes a dosimeter in this form could benefit both emergency responders and the general public.

Klemic and her team at NUSTL set out to create a dosimeter that would meet American National Standards Institute (ANSI) requirements for personal radiation dosimeter badges, and incorporate commercially available components to decrease the size and lower the price tag.

NUSTL began by using radiation-sensitive material from Landauer, Inc., a commercial dosimetry provider in Illinois, testing materials of varying thicknesses and combinations to determine how thin they could make the card while still achieving the targeted performance. After testing nearly a half a dozen materials, the NUSTL scientists determined that using the chemical element tantalum allowed them to obtain accurate readings with minimal thickness. Combining this element in a unique double-layer, stainless steel filter helped to reduce false positives. It was this unique design that led to the patent award.

The next step is to develop a card reader to reveal the radiation dose measured by the Citizen’s Dosimeter. In the event of a nuclear incident, first responders equipped with a card reader would immediately be able to measure radiation exposure for anyone carrying the Citizen’s Dosimeter. While it will be years before a card and reader can be prototyped, tested, certified and wallet-ready, NUSTL has lined up a team to support the effort, including:

•Engineers at StorCard, a California-based group that has previously developed a prototype credit-card floppy disk and reader
•Nomadics, an Oklahoma engineering firm
•Radiation detection experts at Landauer and Oklahoma State University
The Citizen’s Dosimeter represents a technological breakthrough and the next generation in radiation detection. It also demonstrates how public-private partnerships can work to produce life-saving solutions – in this case, protecting the nation from radiation resulting from an act of terrorism or natural disaster.

CBP Displays Maritime Predator Aircraft at Paris Air Show

Washington — U.S. Customs and Border Protection will be displaying the world’s only fully operational maritime variant MQ-9 Predator B Unmanned Aircraft System (UAS), the Guardian, next week at the world’s largest aviation trade show in Paris.

The Department of Defense U.S. European Command (EUCOM) and the U.S. Embassy in Paris requested that the Guardian attend the air show. EUCOM is providing strategic airlift of the Guardian from Cape Canaveral, Fla., to Le Bourget, France, onboard a U.S. Air Force C-17.

On June 19, the air show will open to Congressional delegations. The trade show will be open to military and trade officials June 20. The show is open to the general public June 24 where more than 140 aircraft will be on display and 2,000 international exhibitors and 88 countries will be represented.

The Paris Air Show presents a special opportunity to demonstrate the capabilities of the UAS to support homeland security missions and reinforce industry and government awareness of the significant role CBP aviation plays in securing our nation.

The Guardian began operational testing and evaluation in Cape Canaveral Air Force Station in February 2010 and began conducting missions in April.

CBP procured the remotely-piloted aircraft to enhance the agency’s long-range maritime surveillance, detection and targeting capabilities in the source and transit zones of the Eastern Pacific, Caribbean and Gulf of Mexico, as well as support anti-terror efforts along maritime smuggling routes.

Currently, CBP has five Predator B aircraft and two Guardian aircraft operating from strategic locations around the United States. Two additional Predator B aircraft are scheduled for delivery by December and third Guardian is scheduled for delivery in early 2012.

Since the inception of the CBP UAS program, the Office of Air and Marine has flown more than 10,000 hours, responding to requests for support from CBP ground agents and in support of CBP partners in disaster relief and emergency response, including various state governments and the Federal Emergency Management Agency (FEMA).

This past spring, the agency was honored with a the Aviation Week and Space Technology Laureate Award, for innovation and pioneering work in successfully adopting a marine search radar to an unmanned aircraft.

Where There’s Smoke, There's a Signal

For firefighters, wireless self-powered router “breadcrumbs” that won’t become toast when baked or soggy when hosed

Cellular phones, Global Positioning System (GPS), WiFi, Bluetooth…the list goes on. In today’s modern world, digital signals connect us to friends, family, colleagues and just about anyone else in countless ways. In fact, it’s hard to imagine maintaining these relationships without the aid of digital communications.

Yet, despite the ubiquity of such devices, with few exceptions, today’s firefighters still rely on 20th century radios, whose outdated analog signals have trouble penetrating debris and concrete. When a firefighter heroically plunges into a smoke-filled building, tunnel, or forest, UHF radio or, for that matter, even a GPS satellite signal won’t follow. The firefighters vanish from the map.

That’s why the Department of Homeland Security’s (DHS) Science and Technology Directorate (S&T) is combining two previously developed heatproof and waterproof wireless monitors, with a newly developed technology that working together could lead to a life-saving solution.

One device, the Geospatial Location Accountability and Navigation System for Emergency Responders (GLANSER), crams a microwave radio, a lightweight battery, and a suite of navigation devices into a tracking device the size of a paperback book. Back at the fire truck, GLANSER’s signals are received and transmitted by a small, USB-powered base station plugged into a laptop. As firefighters move from room to room and floor to floor, the laptop animates their every step.

A second device, the Physiological Health Assessment System for Emergency Responders (PHASER), can monitor a firefighter’s body temperature, blood pressure, and pulse, and relay these vitals back to the base station. If a firefighter falls or faints, fellow firefighters can race in, quickly find him, and bring him to safety – guided by GLANSER.

Like the first cordless phones, GLANSER and PHASER transmit at 900 MHz—a frequency that can penetrate walls, given a decent-sized transmitter. But because of their portable size, the transmitters are extremely modest. Their signals could be stopped by a wall, or—in a wildfire—a wall of trees, unless relayed by routers. That presents an infernal challenge.

What’s needed is a self-powered router that can take the heat.

S&T is developing a tiny, one-inch square, ½-inch thick, throwaway router that’s waterproof and heat-resistant up to 500° F. The Wireless Intelligent Sensor Platform for Emergency Responders, or WISPER, contains a two-way digital radio, antenna, and 3-volt lithium cell.

Here’s how it works: Each firefighter enters a burning building with five routers loaded into a belt-mounted waterproof canister. If a firefighter steps behind concrete or beyond radio range, the base station orders his canister to drop a “breadcrumb.” The dropped routers arrange themselves into a network. If a router accidentally gets kicked down a stairwell or firehosed under a couch, the WISPER network will automatically reconfigure.

To an embattled firefighter, a handful of these smart “breadcrumbs” could be the difference between life and death.

To extract the most life from the router’s tiny battery, WISPER’s designers turned to a simple, low-power communications protocol, ZigBee. ZigBee is tortoise-slow by design: trading speed for battery life, telegraphing no more than 100 kilobits per second (kbps) – more than 99 percent slower than WiFi.

“Throw in smoke, firehose mist, stairwells, and walls, and you’re down to maybe 10 kbps. But that’s fast enough to tell an incident commander the whereabouts (via GLANSER) and health (via PHASER) of every firefighter in the blaze,” explains Jalal Mapar, WISPER’s project manager in S&T’s Infrastructure Protection and Disaster Management Division. “We’re not streaming video that needs a lot of bandwidth, just vital signs and coordinates.”

WISPER’s router, dispenser, and tiny USB base station were developed by Oceanit Laboratories, Inc., of Honolulu, and the University of Virginia’s Department of Computer Science under an S&T Small Business Innovation Research (SBIR) program.

In March 2011, Oceanit and UVA demonstrated WISPER for S&T at a FEMA office in Arlington, Virginia. Simulating a squad of firefighters, three router-bearing researchers fanned out, dodging around corners, stepping down stairwells. In test after test, their signals stayed strong, even at up to 150 feet.

Now that the SBIR project is proven to be a surefire success, S&T hopes a maker will step forward to produce the routers in volume. Once a commercial entity begins production, S&T’s Test & Evaluation and Standards Office will evaluate a sample product to ensure it meets the stated performance criteria and for consistency. They will also set industry standards so that other manufacturers will have set specifications for design and performance.

“We’ve demonstrated that it works,” says Mapar. “Now we just need a private sector partner to add fuel to the fire.”

CBP Unmanned Aircraft System Providing Imagery Above Mississippi

Washington — U.S. Customs and Border Protection’s Office of Air and Marine (OAM) began providing imagery Monday to the U.S. Geological Survey (USGS) and the U.S. Army Corps of Engineers (USACE) along the Mississippi River basin in support of flood response efforts.

The remotely piloted Predator B Unmanned Aircraft System (UAS) is providing streaming video and Synthetic Apeture Radar (SAR) mapping and change analysis of areas affected by flooding, such as levee integrity along the Mississippi River, all the way to Memphis, Tenn.

The CBP MQ-9 Predator B Unmanned Aircraft is used to fly a variety of missions, including disaster relief support along the Mississippi River Valley. Pilots in Grand Forks, N.D. and Corpus Christi, Texas are providing images to the U.S. Geological Survey and the U.S. Army Corps of Engineers to help determine the integrity of the levees along the Mississippi River. 

The Predator B is launching from the National Air Security Operations Center-Corpus Christi (NASOC-CC) and then flown by pilots in North Dakota.

“This is the farthest we have operated into the interior of the United States,” said Director of Air Operations NASOC-GF, John Priddy. “This year alone, we have flown over 124 hours from Grand Forks in support of emergency responders in the national air space, and provided thousands of images to law enforcement and other agencies to help state and local governments respond appropriately.”

The real-time video stream, known as Big Pipe, is a video distribution system that CBP provides to federal, state and local law enforcement agencies so that responders have access to real-time video and still imagery. The images can be viewed anywhere there is an internet connection, including smart-phones.

The CBP UAS program expanded to the Northern Border in early December 2008 and provides reconnaissance, intelligence, surveillance, tracking and acquisition capabilities in areas that are difficult to access or otherwise considered too high-risk for manned aircraft or CBP personnel on the ground. In Fiscal Year (FY) 2010, the UAS flew over 500 hours in support of law enforcement and emergency responders.

CBP Tests Automated Commercial Environment E-Manifest: Rail and Sea

Washington - U.S. Customs and Border Protection announced today that user testing for the Automated Commercial Environment e-Manifest: Rail and Sea began earlier this month. CBP is conducting the testing with members of the trade community and plans to begin the pilot later this year.

"We are pleased to announce that testing is proceeding successfully on the ACE e-Manifest: Rail and Sea system,” said CBP Assistant Commissioner for International Trade Allen Gina. "CBP is making substantive progress in modernizing the essential business processes to facilitate trade and security."

e-Manifest: Rail and Sea will replace the same capability available currently in the Automated Commercial System with additional benefits for users. Holds on shipments will be container specific and carriers will be informed which PGA has held any particular shipment. New reports will be also be available for carriers, brokers, and importers.

The Automated Commercial Environment is a multi-year project to modernize the business processes essential to securing U.S. borders, speeding the flow of legitimate shipments, and targeting illicit goods. ACE is a key part of CBP’s layered defense to facilitate trade and border security.

CBP Unmanned Aircraft Reach 10,000-Hour Milestone

Washington - U.S. Customs and Border Protection announced today that its Office of Air and Marine's Unmanned Aircraft System program has achieved a historic milestone, exceeding 10,000 flight hours.

Unveiled in 2005, the highly capable and proven Predator B UAS supports CBP’s primary mission of securing the border and preventing acts of terrorism by helping to identify and intercept potential terrorist and illegal cross-border activity. Manufactured by General Atomics Aeronautical Systems Inc., the aircraft’s operational capabilities, payload capacity and mission flexibility greatly enhances the agency's enforcement and emergency and disaster response efforts.

The remotely piloted aircraft provide aerial surveillance support for up to 20 hours for personnel on the ground by investigating sensor activity in remote areas to distinguish between real or perceived threats, allowing CBP ground forces to best allocate their resources and efforts, and providing increased visibility even at night or in low light. 

CBP also deploys the UAS in support of federal and state directed disaster relief. The Predator B’s capability to provide high-quality, real-time data assessing critical infrastructure before and after catastrophic events makes it an ideal aircraft to support emergency preparations and recovery efforts.

The CBP UAS provided emergency support for the 2008 Atlantic hurricane season and the 2009, 2010 and 2011 Red River floods in the Midwest with excellent results. During the 2011 Red River Flood response, CBP flew and collected 1,778 nautical miles of Synthetic Aperture Radar in 22 days, heralding the single most extensive SAR collection efforts ever achieved. The CBP UAS was also operated in the Gulf of Mexico to assist with oil search efforts during the Deepwater Horizon incident.

Today, CBP operates three Predator B aircraft from Libby Army Airfield in Sierra Vista, Ariz., and two from Grand Forks Air Base in North Dakota. OAM also operates a Predator B maritime variant, the Guardian, from Cape Canaveral Air Force Station, in Florida and Naval Air Station Corpus Christi in Texas.

In March 2008, CBP and the U.S. Coast Guard successfully conducted a demonstration of a maritime variant of the Predator B from Tyndall Air Force Base, Fla. The event was the culmination of more than a year’s work to deploy and demonstrate the integration of a variant of the Predator B within CBP and Coast Guard maritime operations. In November 2008, CBP and the Coast Guard formed a UAS joint program office to identify and address common maritime UAS requirements, including sensors, command and control, data exploitation, logistics training and basing.

CBP currently has two additional Predator B aircraft on order with scheduled delivery dates in early fiscal year 2012. These aircraft will be the new “Dash 7” configuration that can be equipped with either land or maritime radar systems in less than eight hours.

CBP Unmanned Aircraft System highlights:

UAS Predator operations have resulted in the apprehension of 4,865 undocumented aliens and 238 smugglers; the seizure of 33,773 pounds of contraband; and 4,285 sensor activations.
OAM has trained over 100 UAS aircrew since program inception.
In June 2009, OAM conducted a successful surge operation to the Great Lakes and St. Lawrence Seaway, operating from the Army’s Wheeler-Sack airfield at Fort Drum, New York, OAM conducted simultaneous UAS law enforcement support operations via satellite, and demonstrated long-endurance UAS operations executed by several OAM UAS command sites.
In July 2009, OAM conducted the first-ever UAS landing at a commercial airport for CBP’s participation in Oshkosh. This was also the first time a UAS was on display at a non-military event.

To date, CBP has more than ten mission Certificates of Authorization in place, including two that account for approximately 1,200 miles along the U.S.-Mexico border and another that stretches 950 miles along the northern border from Spokane, Wash., to the vicinity of Lake-of-the-Woods, Minn.

Pentagon, Homeland Security Collaborate on Cybersecurity

WASHINGTON, May 23, 2011 – In line with an agreement between the department secretaries last fall and a recently released White House proposal, the Defense Department is sharing cybersecurity information, capabilities and expertise with the Homeland Security Department, a Pentagon official said today.

Robert J. Butler, deputy assistant secretary of defense for cyber policy, was among four senior officials who testified before the Senate Committee on Homeland Security and Governmental Affairs today about the Obama administration’s legislative proposal to protect the nation’s computer networks.

Under the plan, Homeland Security would lead the effort to protect Americans, the nation’s critical infrastructure and the federal government’s computer networks. The Defense Department would retain protections over its “dot-mil” domain, but would work in close collaboration with DHS and the departments of Justice and Commerce to better safeguard cyberspace.

“Just as our reliance on critical infrastructure has grown, so have the threats,” Butler told the committee, adding that the military is “critically dependent” on the civilian power generation grid, telecommunications, transportation and other sectors run on computer networks.

Cyber attacks have become so pervasive as to create “a real possibility of a large-scale attack on any of our nation’s critical infrastructure,” Butler said.

“The status quo [in cybersecurity] is no longer acceptable -- not when there is so much at stake,” he said. “We can, and we will, do better.”

Committee members and government witnesses described cybersecurity as a Wild West of uncoordinated efforts struggling to stay ahead of rapidly growing and increasingly sophisticated threats to the nation’s security and economy. The administration’s proposal -- requested by Congress members faced with dozens of pieces of cybersecurity legislative proposals -- would give legal authority to the appropriate agencies to better coordinate cybersecurity.

Some 2 billion people worldwide use the Internet, and an estimated $1 trillion is lost annually to cyber crimes, committee members said. Congress and U.S. executive departments, they added, are the target of about 1.8 billion cyber attacks per month.

Protecting computer networks requires a “whole of government” approach, Butler said, and the Defense and Homeland Security departments already are doing that. Defense Secretary Robert M. Gates and Homeland Security Secretary Janet Napolitano laid the foundation for the collaboration in October with their agreement to share operational planning and technical development, he said.

Since then, Butler said, the collaboration has grown into joint coordination at U.S. Cyber Command and the National Security Agency at Fort Meade, Md., and the sharing of information, capabilities, and employees.

Philip Reitinger, undersecretary of homeland defense for national protection and programs, said Homeland Security, Defense Department and National Security Agency officials meet regularly and have weekly teleconferences to coordinate cybersecurity.

“We each bring unique things to the table,” he said. “DOD has unparalleled technical expertise and cyber expertise. In DHS, we’ve built up our own expertise, working broadly across agencies.”

Homeland Security will stay “operationally synched” with the Defense Department, and both departments and NSA will deploy cyber experts to work at each others’ sites, Reitinger said.

To ensure a steady supply of cyber experts in the future, Butler said, the Defense Department supports various high school and college competitions such as the CyberPatriot, which the Air Force Association began as an annual competition in 2009, as well as coaching and mentoring programs in cybersecurity.

“This is not only about today, it’s also about tomorrow,” he said. “Secretary Gates has made this a big priority.”

CBP IT Chief Charles Armstrong Wins Federal Computer Honor

Washington – U.S. Customs and Border Protection is pleased to announce that Charles R. Armstrong, CBP assistant commissioner and chief information officer for the Office of Information and Technology, has been named one of the top Federal Information and Technology (IT) executives by Federal Computer Week Magazine. Each year, this industry publication names 100 top IT leaders in government, industry and academia who were found to be agents of change with a commitment to excellence and a sense of devoted duty to public service.

“Everyone knows that technology makes the world go ‘round but getting the right information to the right people in an effective and timely manner makes all the difference in the world,” said Armstrong. “This is the second time I have received this prestigious honor and once again I credit my talented IT team who work to maintain a vision of creative excellence and commitment as we serve one of the hardest-working agencies in federal government, U.S. Customs and Border Protection.”

Selected by a panel of government and industry leaders, Armstrong was recognized for his development of efficient ways for CBP to better manage and use information technology to share in the critical CBP mission of preventing terrorists and terrorist weapons from entering the country and protecting our homeland. Armstrong brings over 26 years of leadership and technology experience to the operation and management of IT. He previously served as deputy chief information officer for DHS, where he championed IT initiatives for improving the agency’s secure information sharing capabilities. Beginning his federal career with the U.S. Navy Department and working for the former U.S. Customs Service, Armstrong is a Harvard Senior Executive Fellow and was also named previously as one of Federal Computer Week Magazine’s Federal 100 in 2001.

Supervisory Border Patrol Agent George Bressler, was also named as one of the top 100 IT leaders in government for successfully mobilizing representatives of 150 organizations — including state, local, federal and tribal government agencies — as lead coordinator for the Operation Golden Phoenix anti-terrorism training exercise in San Diego in July 2008. The drill, which also included private organizations, simulated a biological threat at the border that evolved into a major medical disaster. The goal was to quickly mobilize cross-organizational collaboration. Golden Phoenix used new tools and technologies, including the Common Alerting Protocol for exchanging emergency alerts and messages.

The CBP Office of Information and Technology is responsible for agency software development, infrastructure service and support, tactical communications, CBP laboratory scientific services, research and development functions and IT modernization initiatives that support CBP.

7 additional Missouri counties to benefit from ICE program to enhance identification and removal of aliens convicted of a crime

JEFFERSON CITY, Mo. - U.S. Immigration and Customs Enforcement (ICE) on Tuesday began using the Secure Communities program in the following seven Missouri counties: Douglas, Howell, Laclede, Oregon, Ozark, Pulaski and Texas. Secure Communities helps federal immigration officials identify criminal aliens in state prisons and local jails by running their fingerprints against federal immigration databases when they are booked into the system.

"Secure Communities enhances public safety by enabling ICE to identify and remove criminal aliens more efficiently and effectively from the United States," said Secure Communities Acting Assistant Director Marc Rapp. "As we expand ICE's use of biometric information sharing nationwide, we are helping to keep communities safe and ensuring the integrity of our immigration system."

With the expansion of Secure Communities to these seven counties, ICE is using this capability in 35 Missouri jurisdictions. Across the country, ICE is using this capability in 1,211 jurisdictions in 41 states. Since ICE began using this enhanced information-sharing capability in October 2008, Secure Communities has resulted in removing more than 72,000 criminal aliens - more than 26,000 of whom were convicted of violent crimes, such as murder, rape, kidnapping and the sexual abuse of children. ICE continues to work with its law enforcement partners across the country to responsibly and effectively implement Secure Communities and plans to reach complete nationwide deployment by 2013.

Prior to the implementation of Secure Communities, fingerprints taken of individuals charged with a crime and booked into state or local custody were checked for criminal history information against the Department of Justice's (DOJ) criminal history records. Once Secure Communities is activated in a jurisdiction, the fingerprints that jurisdiction submits to DOJ's biometric system to check for criminal history records are also automatically sent to DHS' biometric system to check against its immigration law enforcement records. When a match is discovered, ICE evaluates the specific case to determine the individual's immigration status and takes appropriate enforcement action. ICE prioritizes removing criminal aliens convicted of the most serious crimes such as major drug offenses, murder, rape and kidnapping. ICE also gives high priority to other threats to public safety, such as aliens with known gang affiliations, drunk driving arrests, or fugitives, or those who frequently try to game the immigration system.

The biometric systems are maintained by DHS's US-VISIT program and the FBI's Criminal Justice Information Services (CJIS).

"By enhancing the interoperability of DHS's and the FBI's biometric systems, we are helping federal, state and local government better protect our communities and our nation."

"Additionally, ICE and the FBI are working together to take advantage of the strong relationships already forged between the FBI and state and local law enforcement necessary to assist ICE in achieving its goals."

CBP Unmanned Aircraft Aid Response to Red River Flooding

Grand Forks, N.D. — U.S. Customs and Border Protection's Office of Air and Marine has played a crucial role in responding to the severe flooding of the Red River in the upper Midwest.

CBP unmanned aerial systems began providing imagery around the Red River Valley area to the National Weather Service beginning March 25. The aircraft, flown from the National Air Security Operations Center-Grand Forks, have flown over 40 flight hours using their UAS to provide critical information to the NWS flood forecast and emergency management crews. These flights are flown in conjunction with normal operations, and do not take away from critical security missions.

The remotely piloted Predator B UAS has already mapped over 800 nautical miles along the flooded tributaries and basins in Minnesota and North Dakota. The UAS provides streaming video and Synthetic Aperture Radar mapping, and change analysis of areas affected by the flood, such as levee integrity and ice damming. The real-time video stream provides situational awareness to federal, state and local agencies working at the North Dakota and Minnesota emergency operations centers, as well as the North Dakota Army National Guard.

“The images we provide give forecasters a more accurate predictor of when and where the flooding will be at its worst,” said John Priddy, director of air operations at NASOC-GF. “Last year we flew more than 55 hours mapping the flooded areas, and with the Big Pipe video system constantly streaming imagery, it allows for the decision makers to study areas of concern in detail.”

Big Pipe is a video distribution system that CBP offers to federal, state and local law enforcement agencies providing real-time video and still imagery that increases situational awareness. The images can be viewed anywhere there is an internet connection-including smartphones- allowing for critical asset placement to be informed and timely.

The CBP UAS program expanded to the Northern Border in early December 2008 and provides reconnaissance, surveillance, tracking and acquisition capabilities in areas that are difficult to access or otherwise considered too high-risk for manned aircraft or CBP personnel on the ground. In Fiscal Year 2010, the UAS flew over 500 hours in support of law enforcement and emergency responders.
